What Is Proposal 2?
Proposal 2 would ban regulated utility monopolies and companies holding or seeking state or local government contracts above $250,000 from making political contributions to the officeholders who regulate or contract with them. It would also close Michigan's issue-ad dark money loophole by requiring disclosure of campaign ad spending and modernizing campaign finance reporting requirements.
How It Got on the Ballot
The MMOP coalition gathered more than 560,000 citizen signatures. The Michigan Board of State Canvassers certified the signatures, formally placing the measure on the November 2026 statewide ballot as Proposal 2.
